第三次电视英文报道清华学者战胜美国地方政府多年诬陷迫害，揭露美国联邦调查局不公不义庇护美国政府里那些诬陷犯罪官员，中国芝加哥领事早已经抓到美国联邦调查局掩盖此恶性人权侵害案件的把柄，促请芝加哥领事馆赶快上报中国外交部和大使馆。此事件中，IU法学院两知名美国教授曾出手搭救。

Mr. Zhou reported his Indy human right abuse crime case to US FBI Indiana local field office in April 2008 with Iowa Chinese Associate Director Mr. Swallow Yan and many supporters,  but FBI Indiana chief agent Welch covered it up and refused to give any reply to Mr. Zhou.

In June 2011, Chicago Chinese General Consulate office’s consuls contacted US FBI Indiana filed office to demand its chief agent Welch to investigate Mr. Zhou’s human right abuse case based on International Law, but FBI Indiana field office’s chief Welch dared to violate International Law to ignore Chinese consul's requests.

When US congresswoman inquired US FBI, FBI finally admitted to know Mr. Zhou and his reporting the human right abuse case to FBI Indiana field office in April 2008.
